About Distributions, Scholarships and Grant Funding
Te Rūnanga O Whaingaroa is committed to giving back to our Marae and Iwi members as we prudently administer our fisheries settlement funds.
This year we are honoured and privileged to be able to support the development and future of our Iwi with funding which is available for Marae distributions, Education Scholarships and Sports/Cultural Grants.
Te Rūnanga O Whaingaroa provides annual charitable distributions/scholarships and grants based upon meeting the following key charitable objectives:
The objects of the Trust are to establish, support, administer, advance or promote such schemes, projects or trusts as may be or have been established for purposes beneficial to the community or Purposes beneficial to Te Rūnanga 0 Whaingaroa.
Purposes beneficial to Te Rūnanga 0 Whaingaroa” means undertaking actions to:
- Promote & Develop the social and economic advancement of individuals of Whangaroa Whānau;
- Promote & Develop the health of individuals of Whangaroa Whānau;
- Promote & Provide education of whatsoever nature, suited to the particular needs of individuals of Whangaroa Whānau; and
- Revive, Preserve & Maintain the Te Whare Wānanga 0 Ngā Tikanga 0 Whangaroa;
The Rūnanga’s Marae Distributions, Educational Scholarships Policy and the Sports/Cultural Grants Scholarships policies are reviewed annually to ensure they remain current.
Te Rūnanga O Whaingaroa Marae distributions
Our Rūnanga provides an annual distribution to the 16 affiliated Marae. These distributions are provided to the administering body for and on behalf of the Marae for exclusively charitable purposes that benefit the Marae community. By way of example these purposes can include:
- Renovations to upgrade or maintain the Marae;
- Educational and informative wānanga to be held at the Marae for the benefit of the Marae community; and/or
- Community-based initiatives held at the Marae that are consistent with those charitable objects and purposes as outlined in the Trust Deed.
2023 Marae Distribution
For the 2022/23 Financial Year, a distribution has been allocated to each Marae.
A letter of distribution is sent to the Secretary of each Marae with instructions on how Marae sign and invoice the Rūnanga for the distribution.
For Marae that do not uplift the distribution in the financial year, it is allocated, these funds are allocated to the Education Scholarships and Sports/Cultural Grants subcommittee for administering.

Te Rūnanga o Whaingaroa Education Scholarships
The Rūnanga provides discretionary education scholarships for all eligible individuals for the purposes of:
- Fulfilling their potential for educational and academic success
- Encouraging applicants to contribute their knowledge and skills towards the wellbeing and development of their whānau, hapū and iwi.
The Rūnanga provides educational scholarships for eligible individuals in the following categories:
- ECE/Ōhanga Reo for those enrolled in Ōhanga Reo, Kindergarten, Montessori, Rudolph Steiner, Playcentre, Playgroups, Puna Reo or similar
- Kura Kaupapa/Primary Schooling YRS 1-8, for those enrolled in Kura Kaupapa, Rūmaki Reo, Mainstream Schools, Bilingual Schools, Kura ā Iwi, Special needs services, Private school, Special Character schools, Correspondence schools or similar
- Whare Kura/ Secondary YRS 9-13, for those enrolled in Whare Kura, Rūmaki Reo, Mainstream Schools, Bilingual Schools, Kura ā Iwi, Special needs services, Private school, Special Character schools, Correspondence schools or similar
- Tertiary/Whare Wānanga, for those enrolled in Certificate, Diploma, Degree, Postgraduate Degree, Masters, Doctorate studies

Eligibility
To apply for an education scholarship, you must be:
- A descendant of Whangaroa and affiliate to any Hapū/Marae in the rohe
- A registered beneficiary of Ngāpuhi/Ngāti Kahu ki Whaingaroa. (If you are not registered you can register online or complete a form here)
- Be enrolled at an educational institute for a year
- Submit a completed application form with all required supporting documentation
- If you are over 18 years old, you will need to complete your own application form
Ineligibility
Applicants are ineligible if they:
- Were awarded a scholarship in the year following receipt of the previous disbursement;
- Have not fully completed the correct application form;
- Are enrolled in an educational programme that is not approved by the board; and
- Are not registered members of Te Rūnanga o Whaingaroa.
Education Scholarships Funding Amounts
The maximum funding amounts available to individuals across each tier of Scholarship Funding are as follows:

Scholarship approval is based on the discretion of the Grants Subcommittee whose decision is final, and no correspondence will be entered into.
2024 Scholarship Timetable
There are two periods in the year in which individuals may apply for educational scholarships. For 2013, the scholarship timetables are as follows:

Maximum Awards
Rūnanga scholarships are awarded to an applicant for a maximum of twice only in any one of the four tiers of scholarship.
Unsuccessful Applicants
If the scholarship applicant is unsuccessful for whatever reason, then they may, of course, re-apply in any of the subsequent rounds.

Te Rūnanga o Whaingaroa Sports/Cultural Grants
The Rūnanga provides discretionary sports/cultural grants for all eligible individuals and teams for the purposes of:
- Fulfilling their potential for sporting and cultural success
- Encouraging applicants to contribute their knowledge and skills towards the wellbeing and development of their whānau, hapū and iwi.
The Rūnanga provides sports/cultural for eligible individuals and teams in the following categories:
- Individual applicant sports/cultural grants for those participating in or competing in sports/cultural events and special events
- Team/Group sports/cultural grants for groups/teams participating in sports/cultural events and special events in the following classes:
- Regional/National event
- International event

Eligibility
To apply for an education scholarship, you must be:
- A descendant of Whangaroa and affiliate to any Hapū/Marae in the rohe

- Are a member of a sports/cultural group or team;
- Submit a completed application form with all required supporting documentation

OR:
- Any group or team who comprise at least four individuals of Ngāpuhi/Ngāti Kahu ki Whaingaroa descent who are a member of a sports or cultural group/team and,
- At least four individuals are registered beneficiaries of Ngāpuhi/Ngāti Kahu ki Whaingaroa. (If you are not registered you can register online or complete a form here)
- Submit a completed application form with all required supporting documentation
- If you are over 18 years old, you will need to complete your own application form
Ineligibility
Applicants are ineligible if they:
- Were awarded a Grant in the year following receipt of the previous disbursement;
- Have not fully completed the correct application form;
- Are a member of a sports/cultural group or team that is not approved by the board; and
- Are not registered members of Te Rūnanga o Whaingaroa.
Educational Scholarships Funding Amounts
The maximum funding amounts available to individuals and teams across each tier of Grant Funding are as follows:

Discretionary Grants
Although there is no closing date for the sports/cultural grant applications you must ensure that the applicant is fully completed and received at least twenty (20) working days before the event occurs; and
Approval is based on the discretion of the Grants Subcommittee whose decision is final, and no correspondence will be entered into.
Maximum Awards
There is no maximum award (i.e. applicants can apply annually as often as they wish) provided they have not been successful in receiving a Grant in the year following receipt of the previous disbursement;
Unsuccessful Applicants
If a Discretionary Grant applicant is unsuccessful, they can re-apply in any subsequent rounds.
